We are excited to introduce the comprehensive Mental Health Program Approval services offered by Leading Legacy Center. Our goal is to support agencies in navigating the requirements and regulations essential for transforming group homes to Short-Term Residential Therapeutic Programs (STRTPs).

Understanding Mental Health Program Approval

Mental Health Program Approval is a statutory requirement established in recent legislation. Achieving approval involves several components, beginning with the Program Statement, which contains approximately 25 sections detailing your agency’s directives and implementation of standards based on regulations.

  • Mental Health Program Application: Submit a request for Mental Health Medi-Cal Program Approval along with the program statement.
  • Required Positions: Ensure the STRTP has key positions, including a Head of Service (40 hours/week) and Mental Health Clinician (20 hours/week). Rehabilitation specialists may also be included.
  • Rehabilitation Services: Provide youth with rehabilitation services, which can be offered on-site or off-site, to help them develop life skills necessary for independence

Key Components of the Approval Process

The core component of our services is the Assessment, determining the primary ICD-10 diagnosis followed by the creation of a Treatment Plan. This plan is initiated within the first 10 days of the youth’s stay and updated every 30 days. Additionally, a 90-day clinical review is conducted by the clinician to evaluate the healthiness and continued stay of the youth at the STRTP.

Child and Family Team (CFT)

Previously known as the interdisciplinary team, the Child and Family Team (CFT) is

crucial for involving not only social workers but also the family members or support

system identified by the youth. The aim is to provide a robust support network as youth

transition into adulthood, reducing the likelihood of entering the prison system.
